Help Phantom Emergency alert every 15 min

My Samsung Galaxy J7 prime got an emergency alert yesterday, and now it does a phantom emergency alert(only the sound and vibration) every 5 minutes or so. I have to leave the phone off, it is unusable. I looked up how to disable the alerts and followed the instructions in the advanced notification settings; this did not stop the phantom emergency alerts.

put the phone in safe mode and see if it still happens. safe mode prevents any 3rd party apps from running. if it still does then you have an issue with your operating system. if it stops then it is caused by a recent installed app.
