Did you install the driver for your phone in Windows?
Are you using the USB cable that came with the phone? (Cables that come with some equipment have only charging wires, not data wires.)
Do you have the phone plugged directly into the computer, not into a USB hub? (Some hubs just don't work with some phones.)
