Well, yes and no. ;)

As Szadzik points out (and implies) carrier switched "real" phone calls are not supported, but 3rd party software can work outside your data plan.

Hackers are struggling with this, still, and it varies from one tablet device to another. I have an old Samsung Galaxy Tab Wi-fi only, no data plan, and I use it for texting with Text+ and for phone calls with Skype.

In some regions outside the U.S. some of the tabs are equipped with real telephoning apparatus the same as cell phones.

I use GrooveIP to make and receive free calls via Google Voice on my wifi-only Galaxy tab as well as my Android smart phone. The app is $5, and requires a google voice acct. Sound quality is workable, there are many tuning setings I have not tried, the devs are active and responsive.

The app gets better all the time, and is the only one I've ever spent money on.

Much easier than SIP setup, and Google Voice (not GrooveIP) does txting too.
