I've just got a Note 20 myself, but it's certainly not doing anything like that. But it does sounds like an ad, as for which adware is doing it, no idea. Suggest you check any recently installed apps or games, from around the time it started happening.
It sounds like an ad for an app that 'cools' the CPU by force stopping cached and unused running apps (bloatware).
As we know, these actually slow the device, because the apps soon restart- which takes even more power and memory than if they were left alone in the first place.
Apps like that are a really good reason to stay far, far away from Google Play because the Play Store promotes these apps and there are literally thousands of them on the Play Store.
What a joke.
The very company that warns against using apps from anywhere else is the main purveyor of crAPPs like that.
