Phone info scanner?

Is there an app that will enable you to scan for other mobile phone users near you and find out info such as mobile phone no and make/model info?

I don't think so but it would be a privacy issue.

Would be kinda cool though to see how many people have Android devices in the area.

Seriously, why would you want such an app other than to blatantly intrude on other people's lives? Sounds rather sociopathic to me...
