This happens both when using the built in browser and on tether so I'm pretty much narrowed down the cause to a DNS problem.
After about 2-3 min of browsing the phone will often simply stop loading web pages mid page or become very slow. If I interrupt the data connection (airplane mode) it will start to work again normally for 2-3 min.
Apps that use static IP connections are usually not hindered but apps like facebook don't function completely. Ads don't resolve but usually that's not a big deal. I can also start large downloads which will complete as long as I started them within the first few min. That's why I rule out data interruptions and assume its a DNS issue.
This happened after the last OTA. I'm running a refurbished Maxx Rooted .912 and Android 4.1.2.
