Phone not vibrating when it recieves a text.

I did the battery saver technique with the regular messaging app on the phone. Then i downloaded handcent, i noticed the phone wasn't notifiying me at all (vibrating or sound). So i played with it, figured out the sound was on "silent", however the vibration is on "always." So i clicked "never" then back to "always." That didn't help so I soft reset the phone and that still hasn't helpped. Can anyone help me with this issue, i hate having a sound notification because i text so much i get annoyed real quick with any sound?
