phone says I'm in Korea

have an LG Marquee that stopped connecting with data (but did with voice).
no luck with sprint since they couldn't do anything over the phone without data. went ahead and rooted it, flashed a new ROM- still no luck.
so downloaded and ran alogcat and got the following message when i tried to update the prl

V/OMADM ( 1440): perform the Client Initiated PRL upgrade
V/OMADM ( 1440): Not in Korea. with mcc_value = 118


which might be the reason I have no data- but how do I change this?
