Help phone screen will not turn off until notifications are cleared

About 3 weeks ago my phone restarted itself and I lost my alarm program and my wallpaper. I didn't think anything of it so I factory reset my phone. Since then when I have a notification my screen will not sleep. I have it set to sleep/lock after 15 seconds but it doesn't do it. I click on the power off button and it will still stay on. I have tried taking out the battery, I have factory reset it a couple of times. Once I clear the notifications the power button is the way I can get it to sleep. I downloaded wake detector, nothing out of the ordinary I saw but "Messaging" was the highest app which makes sense since I text alot. Phone is LG-E617G
 
Lol Does Wakelock Detector show a full or partial Wakelock for messenger? Partial should let the screen Turn off but keep the cpu awake.
Even an app with full wakelock (like youtube for example) will keep the screen awake but power button should still turn it off.
This is a strange one and nothing I've ever seen before.
I can't help so hopefully someone else has an idea..
You don't have "keep awake" checked in "developer options" settings do you?
EDIT I forgot about the notifications thing... That makes it even weirder.
Id look into reflashing the firmware if I was you (I've no idea how easy that is on an LG)

I can't tell if it's full or partial. I looked at the developer options and that is turned off. I will see about trying reflash the firmware
