Phone stuck in a bootloop

What does it usually mean when a phone is stuck in a bootloop, keeps reloading all the time no matter what you do (soft reset, hard reset), even when you flash a stock rom it does the same thing? Does it mean that some element of the motherboard or other hardware is damaged/fried or something, right?

it means that your partition where the os lies has been corrupted. this is not necessarily a hardware issue per se. what phone do you have?

this happened to couple of my phones back in the day, one of them was LG Nexus. If its not a hardware issue than why flashing a stock rom wouldn't fix it?

I would say that if reflashing the stock ROM doesn't fix it it is a hardware issue.

There are several possible causes, but since you mention the Nexus 5X it's worth noting that for a couple of years LG suffered poor manufacturing processes which resulted in several models, including the 5X, being prone to this. This was due to poor contacts, and there was no fix other than replacing the motherboard.
