Root Phone stuck in weird loop

Tried to install multiple versions of viper ROM and not a single one has worked ever. Now, just recently, I tried to install 4.6.1. The same thing happens every time: it installs, and after the initial boot up, I get repeating "process com.Android.phone has failed" messages, over and over.

So I restored my backup, and now after restoring, I keep getting random power menu opening, a strange message that says "to restart phone present and hold power and volume up for 10 seconds". My screen will randomly lock itself, or get the power menu or get the restart message, over and over for a few minutes straight, and then it stops. What's going on with my phone???

On one hand, the power menu is now no longer popping up randomly. On the other hand, I can't open it now. I hold the power button down but it doesn't come up

Me personally i would either flash an RUU or flash a new rom. R u doing a full wipe b4 flashing viper? Ive never have good experiences with viper, so have u tried any other roms?

Ive tried running an RUU. The problem im having causes my phone to reboot itself when i try to turn it off. So when the RUU reboots my phone to bootloader, it reboots itself. The ruu failed and then i got stuck on a black screen. I rebooted to recovery, tried to restore old backup, which immediately failed, and now its in a boot loop.

Before this loop, ive tried every rom available for this phone. not one has worked. I think i might be bricked. At least out of my experience to fix it. I think ive learned my lesson on rooting...
