Phone to Tablet mirroring

[Android Question]

I have a Galaxy S4 and a Note 10.1. My gym doesnt have wifi so I want to watch netflix on my tablet while i'm on the bike. Is there anyway to either use my phone as a hotspot without a subscription or to mirror my phone to screen to my tablet so I can watch Netflix?
