Phone Tracker -- Active After Device Wiped?

Is there any Android security app (i.e. Where's My Droid, etc.) that can still remain installed even after a device has been wiped/reset? I just feel that these security apps are sorta useless since they can be removed right when a phone is wiped/reset.

I think Avast installs itself on the system partition if you're rooted which means it will remain after a factory reset.

If that doesn't work, Cerberus definitely does. Again, you'd need root for that though.

Nope, non rooted devices cant install to the system partition. The apps get installed to data and that gets wiped during a factory reset

I have Avast on my phone, which is rooted. It does have the option to install anti-theft permanently in the system directory so it can't be deleted by a factory reset.
