Root Phone will not charge while turned off??!?

I have a rooted epic 4G. Just recently ive noticed my phone wont charge while turned off. If its plugged into a computer via usb and i charge it will just sit on battery load screen when turned off. However when its plugged into a wall charger and its off it keeps turning my phone back on. Ive searched around online and im hearing that it might be a problem with my clockworkmod. So please help, anything i can do to fix it? or is that even the problem?

I was thinking a clockwork mod problem as well. Just go online, look for the latest version of CWM and flash it. See if it fixes your issues. If you already have the latest, try re-flashing it.
