Help phone wont charge

so! my phone stopped charging.

as in,

if i have it plugged in when it is turned on, it will not charge.
if i plug it into my laptop, it doesnt work.
if i turn it off and plug it in, the charge light goes on,
but doesnt show it charged after when i turn it on.

i have googled to no avail.
i have done factory reset,
i have gone into applications > develop > usb debugging,
i have taken out the battery for ____ time still nothing.

any other ideas?

1. Tried a different cable?
2. Tried a different battery?
