So my phone turns on but as soon as it gets to the lock screen no functions will work. I can't unlock it, push the off button or anything. How do I fix this problem?

You don't say what phone it is so it's difficult to advise. I think you should be able to start the phone in recovery mode (how depends on which phone) and try clearing caches or factory reset if that does not work. I suggest you post the question again with more details ie exact device, in the forum for your phone (by registering on Android forums)
