What is the best free app to make phone calls and text for free?

I haven't really used any other than text now. Text now has unlimited text but limited calling. I would personally just use my email application.

Up until last week, I would have answered this question by recommending GrooVe IP. However, with the recent integration of Google Voice into Hangouts, it's well worth considering. It's not perfect (yet), but it's good enough that I've removed GrooVe IP (paid version ), Talkatone, and Heywire from my phone and now use Hangouts exclusively.

You need to add the Hangouts Dialer plug-in to get voice capability, but once installed, you can hide the app icon as it's functionality will be available within the Hangouts app.

I agree with Mr. Lucky, and I've done the same, removed GrooveIP & Talkatone for Hangouts.

I think with hangouts you can only phone people that are members. You can not call anyone on land line correct?

correct the person you are calling thru hangouts needs to have hangouts as well.

a land line will not work in this case.

never really used any voip's to really suggest any unfortunately. most of my friends have a cellphone and use hangouts so for me it is not an issue.

Google Voice is merged with latest version of Hangouts, so if you have a GV number you can send/receive calls to landlines. You will also need to install the new hangouts dialer.
