Been looking for this but can't seem to find it.

Is there any way to create new photo albums on the phone itself and arrange pictures accordingly?

Rather sure I can do it through the SD card directly with folders, but would be nice to be able to do it on the phone.

try downloading astro file manager from the market

You can do that with Astro file manager, but it's kind of a pita. Create a new folder, long press the file you want to move, select "edit", select "move", open the new folder and hit menu > tools > paste.
