Help photo editing/resizing

On both my Samsungs (S5 and S6) there is a built-in photo editor. When a photo is opened or viewed in Google Photos, for instance, you have the option of editing it. But sometimes you get an error messages saying something to the effect that the photo isn't in the right format or can't be edited in that editing application. On the S5, not all the photos refuse to edit but some do. On the S6, it seems all are uneditable.

All I want to do is resize the photo so as not to overload email limits. The photo editor on the S6 won't even let me do that ...at least as far as I can see...so I might have to DL a resizing app but if there's something wrong with the photos, I'd like to know it before I waste time.

You can use Image2Wallpaper to resize your photos and save them as png or jpeg. It is a little awkward to figure out, but it works, and it's free.

Doesn't email servers already resize the photos automatically?
Texting services do, haven't heard that email services do. There are file size limits that vary from service to service (Gmail is 25 MB per file, Outlook Mail is 20 MB per file) but unless you're attaching raw photos any image file past even single digit MBs is massive. Texting limitations are in measured in KB.
Which email service have you encountered that scales down photo attachments?

Ive sent emails via Outlook.com that doesn't care for the image size, but I seem to remember now though that instead of actually resizing, the image is uploaded to OneDrive and a link is set to the recipient.
