'Adobe Photoshop Express' (free, in the market) is a photo editor for Android.
But I don't think you will like editing photos on a 4 inch screen.

i have to concur with PhotoShop Express...and mainly because it is free and pretty much does what you need and it is easy to use. I like the soft focus and the vignette blur effect. It is perfectly acceptable for posting phone pics on facebook and the borders jazz up your photo a bit for that.
