photos vs gallery

OK so I'm wondering if I delete photos/videos from "gallery" will they still be in my backup g+ ? Also does the Gallery use "cloud " space or my phone memory space ?? I feel like I always have duplicate photos and that it takes up all my memory space. My computer is down and I need to delete Picts and videos from my phone because I'm out of memory, but I want to make sure they, mostly care about my videos, will remain on g+ "cloud" whatever you call it? So later I can eventfully transfer them to my computer... So confused on how this all works.. Thanks for your help!

Once photos have been backed up in the "photos" app, they are synced with your G+ account in a private folder, you can then chose which ones you want share publicly if you wanted to and download them to computer (or device you are using looking at the Google+ site).
