Am I able to transfer pictures from my PC to a CD disk? My goal to bring them to CVS for printed pictures. PC is Dell.
 
You'll need a CD burner and related software. Chances are the CD player on your Dell can burn CDs and if so, the PC will have come with CD burner software. Failing that, you could buy or borrow.

You might find that CVS (whoever they are) can also take pictures from SD cards or even (possibly) a USB connection to internal phone storage - which would probably be easier ;)
