Help Pin and password problems

I don't know what to do after this screen comes up and I can't remember my pin. I need to be able to access this for school use.

It says "locked by Android Device Manager" - if you're not the original owner they may have locked it remotely.

I am the owner, I reset it using my google account it be a password and I'm not able to put in the new password I made.

If it's your google account password, have you tried:
https://www.google.com/accounts/recovery

If it's a PIN see the third post in the thread I linked above.

You might be able to unlock it with Android Device Manager:
