PIN unlock screen problem

All,

I setup a Neo to access our company email on Exchange.
It works fine but a policy is applied to ensure that a pin is set to lock the phone.

On reboot the screen for the pin comes up fine but when the screen times out and I unlock I get no pin request only go straight into the phone.

How do I ensure that the pin request appears all the time not just at bootup.

Update -

The phone eventually went to PIN login screen.
Dont know why it takes longer to activate pin when on screen lock compared to before having the company email setup on it.
