my phone isnt sending or recieving picure messages

That happens from time to time, mine can be spotty. However if it persists, you may try to do a data reset in your messaging app by going to:
settings -> applications -> all and find and select your messaging app. There will be a check box to clear data.
Or call your carrier. You pay them extra after all to be able to send and receive picture messages.
