On apps that don't auto-update because of new permissions, when I manually tap to update and it shows the permissions, is it only showing the new permissions or all permissions? I thought it only showed new permissions but now it's not specifying, and the app's description "What's new" doesn't seem to correlate with the [new] permissions.

My understanding is that updated apps only show permissions if they're new and/or amended.

Correct, if you want to see a full list of the app's permissions you have to go to its full description in the Play store and scroll down to the bottom where the permissions link is, and tap on that.

It only shows new permissions you haven't previously granted the app.
