I tried to import files this morning and it said it couldn't. Then it showed something called playable playable fallback.png. There is a low dash after each playable but I can't type that because this keyboard doesn't have it. Below that it says We can't get to this file because This PC has blocked access to it. Check with This PC for more info. I can't find that info. Does this have something to do with administrator privileges? If it does, how do I get them? If it doesn't, what else should I do?
 
Now it claims that it can't open this format. I don't see why not if it's png, which it has done. For now at least, I'm uploading from gallery to photos with the phone and then downloading them to the PC when I can. It's clunky but it works. If there are extra photos, copies, on the PC, can that somehow affect the phone?
 
Okay... So I searched Google for playable_playable_fallback.png and came across this index of pictures: http://arris.x10host.com/al/

It looks to me like possibly an icon related to Play Games? It really looks more like an Xbox controller... If you open the image at that link, you can see that it's transparent or has an alpha channel. Not sure if that's what's causing problems in your stock gallery...

This probably wasn't much help at all but I figured a response with at least minimal new information is better than no response at all. Plus it might trigger an idea for someone else.

I don't really know what to say about the actual issue though. Nothing comes to mind.

Where did the image come from?
 
It was I think all of the photos that I was trying to import but couldn't. I don't know how Xbox could affect it as I don't have one, but with Microsoft, who knows? I was just saving a PC screenshot and suddenly I would need administrator permission, though never before that. I saved it to pictures instead. This is ridiculous. I checked and I do have an administrator account, though this is somehow not recommended. Any help making me master of my own PC would be greatly appreciated.
 
I'm not really up with newer windows versions but I think that they do tie Xbox stuff in with Windows 10. The way it sounds when you describe it is that it's some sort of system file.

I think if you are the only user on the PC then you are the administrator. But you should be able to go into the users and make sure your profile has administrator privileges.

Gonna also call on @svim because I know he's a beast with computers. Hopefully if we get the right eyes on this, you can get it sorted.
 
If you were initially just importing those files over a typical USB connection between your phone and your PC, depending on just which directory you were copying that playable_playable_fallback.png file from, I'd doubt it's an admin privilege issue as Android and Windows rely on different methods for file privileges (and often metadata), and if you were copying to your PC from your phone via a file manager or copying from your phone to your PC via Win Explorer.

It might help to know the actual source of that png file on your phone, as @Brian706 previously asked, where did it come from? In your DCIM folder? A specific game app folder?
 
Actually, I had the phone plugged in to the PC via USB and was copying photos and videos from the SD card. It has that setting that allows it to be used as a USB storage device. I think that's what it's called. Also, I checked if I am administrator and I am.
 
Again, I can't see how admin privileges are a factor here. It's not a user vs admin issue, even if you're running your Win PC as admin (not a good idea at all by the way, it's not safe to do so and leaves your entire system vulnerable to even trivial exploits) that isn't the issue as again, Windows does not use the same method to apply file attributes so it's not an issue.
The original source of that playable_playable_fallback.png file still needs to be determined however. If it was in the DCIM folder that would be odd, if it was in some random app folder than that's also not an issue as it's not intended to be a user shareable/accessible image.
