playlist management in Windows?

I have an RCA tablet with Jellybean, the default Play Music on it is pretty good for listening, but it's horrible for making playlists. I'd really like to be able to use my Windows 8 netbook to create and manage playlists on the tablet, the same way I can use iTunes on my netbook to manage playlists on my iPod Touch. I saw a few threads of people who started with Winamp or Windows Media Player and were asking for help with playlist syncing, and they seemed to be having a lot of troubles, so I figured instead of starting with a maybe and asking after I fail, I'd ask for a suggestion for a good starting point. I'm okay with downloading a reliable Windows program that will communicate with my existing Android apps, or vice versa, or getting something new on both ends, as long as its reliable and fairly simple to use.
 
Is your Windows tablet capable of viewing Google Music from the web? I haven't heard that they've opened up Music to third party syncing of any kind, so that might be you're only option.
 
I use MusicBee to manage my music and Playlists, then sync it to my devices. Although actually, Windows Media Player would work.

no, it's not a windows tablet, it's an android, the laptop I want to use to manage it is Windows 8. but I'll look at using Google Music because I'm sure there's something for both systems, thanks.
