Apparently someone screwed-up. I think it was supposed to be 17 additional bumps placed around the school campus, which usually have a 5km/h speed limit, and not all in one place.

Sometimes boobs do happen, like BUP STOP in Bristol, UK....not China! ...they obviously left the M out of BUMP.
