Help Please help Cannot enable USB Debugging though Developer unlocked

I had unlock Developer options sometime ago, and had thought I had enabled USB debugging.

Now when I go into developer options,, developer options is on but USB Debugging is grayed out and I cannot select.

I currently us CM security on my phone.

Is this blocking me.

Please help..... Felling a little stupid right now.
