To me it looks like a Christmas bauble.
The problem is that there are literally millions of apps, so apart from common apps most notifications will be things that almost nobody has seen before. Usually the quickest way to find out is to ask the person whose phone it was on (because it's usually someone else's phone, though sadly in most cases the person asking doesn't want to ask the user or doesn't trust the answer ).

Use to be some Google Play Store games called like Bomb Squad, Bomberman...etc... I would guess they would an icon something like that
I thought the same! A long lot of years ago I had a pretty basic Christmas/holiday icon pack and some of those looked liked this screenshot, not even too much more colorful.
