In dem olden days (c. 2005) I used to regularly park down the road in a housing development where I knew there was unlocked wifi, and used my laptop to send an invoice to a client I just left.
When this came up in conversation at my local newsagent / accessories store they were suddenly horrified that I was stealing. It never occurred to me as even then Broadband data was fairly unlimited.
I don't think anyone can invade your devices by "tethering"? to your router, but others here will know better.

Only way this can happen is if you have your wifi network open (ie. not password protected).
Just add a password and he'll be kicked right off your wifi network.
