I have not been able to resolve this, despite much effort and trying just about everything to fix it.
I just tried Navigation tonight and encountered this very issue again. Basically, after about 40 seconds navigating to a destination, the phone goes crazy and a female voice starts dictating a bunch of garbage web url's and this continues until you actually end the task/app. I can't figure out why this is happening. The only voice recognition software I have installed is the standard Voice Search app. That works fine. It is when you navigate that this starts happening.
Some of you here and elsewhere stated it can be an issue when installing a new voice recognition tool. However, that doe not apply to me here, as I have not installed any other app specific to this feature.
Any help is appreciated!

Some of the stuff that you are talking about that is frozen may not be affecting apps, but they certainly aren't resource hogs or battery drainers. I know you said that you are looking for performance and battery life, but some of the stuff you are talking about in this thread will affect neither. You may also run into further issues with core features being frozen when installing apps later on down the road. The things you typically want to freeze are bloat apps or apps that are constantly running. Core android stuff is usually best left alone.
