I have a Metro Huawei m931 - Premia. At boot-up the screen reads "Unfortunately, the UI has stopped" and "Unfortunately, the setup wizard has stopped".

Resetting back to factory does not fix this problem. What else could I try?

Are you rooted?
 
If phone is still under warranty (meaning you have owned it less than a year and haven't tampered with it), you can try bringing to Metro for exchange, or you can try rooting, pushing OUDHS custom recovery and installing a custom ROM.

You should be able to root and push recovery even if phone won't run after booting.

Lastly: Follow instructions closely, as rooting and flashing stuff to your phone poses a risk of bricking if you're not careful!! Sorry to say but metro no longer sells and huawei no longer makes our phone best bet is to flash a custom rom I'm on the latest stock 77
 
did anything specifically set this off as in tweaks or mods? any other issues? how did you root? have you tried wiping data/cache or fixing permissions via clockwork recovery?

It almost sounds like a deleted system file. Only way to fix is to flash another ROM or reload the backup that should have been created immediately after rooting, which hopefully was done ;)
 
I had a premia replaced the end of September. They just had me pay shipping. They have to honor their warranty for the first year. HUAWEI does it mean.
