Root pm not working in adb shell

I went here: Howto: Root the HTC Droid Incredible ? Technology ? Jonamerica.com

I followed the instructions and everything was working (for removing bloat) but the only thing that was not working is when i type: pm uninstall....... for cityid

i get: pm sbin/sh: pm: not found

Whats the deal? I read that entering su would fix that, but su is not recognized either.

cd /system/bin

Hit enter.
