Poor Speeds, barely 0.30 mbps

Lately almost everywhere I go, my data speeds are beyond horrible in the Las Vegas area, is it because they are working on the LTE here or what?

They are working on it, some areas do some don't and no I don't have a 4g phone

Boost/Sprint 3g speeds are erratic. I can't even get 50 kbps on my boost phone.

Yea I heard but in Las Vegas I got decent speeds nearly everywhere but now, its just unbelievably slow, like what is going on are they working on their towers or something?

Could be that they are working on the towers in your area (possibly LTE upgrades) or it could be that there's just a lot of people online at a given time.
