Help Pop up bubble virus

Couldnt find help on this anywhere else. This started yesterday. After about a half hour of my phone being on this little grey bubble pops up and it has a phone with a little wifi signal over top of it. If you click it most of the screen dims except for a little section at the top and the touchscreen stops working so i have to restart it by holding the buttons. Anyway if any of you guys can help i would really appreciate it.
