Help pop-up Crazy

I'm so fed up with my Android phone opening to ads they pop-up even when I'm not using on phone like in the middle of the night it's making me Crazy!!! I've reset phone twice now but it keeps coming back opens saying congratulations you've one some crap and then trys to sell me something!! Can anyone help me with this and BTW I'm not very tech savy at all only learned computers last year so please nothing to technical! Thanks

You've installed something malicious. Check in settings/security and make sure no apps have administrator access (except device manager).
A factory reset should have gotten rid of it. Unless you are installing the bad app again after the reset.
