Pop ups show for a second and then disappear immediately

My phone has had this issue for a while it's very annoying and i know it didn't happen when i first got my phone.

Basically, no matter what I'm doing on my phone, whether I'm on the homepage or in an app or on chrome or anything that you do with a phone!! There's always a random popup that opens up over everything on screen, just a white screen like its loading a webpage or something, it goes away immediately, but like closes my keyboard if I'm typing or makes whatever I'm looking at like reload so it makes doing anything slower.. It's very annoying.

I've scanned my phone with anti virus and anti malware applications. Nothing is ever found. Maybe it's an app that i have that does this or a setting i have that does this. I am not sure. But if anyone knows any way to fix this or troubleshoot what is going on, please let me know.

yeah its definitely an app. try and uninstall some of your more recent apps one by one and see if stops. my mom downloaded a game and somehow either she did and not know it or the game did. she was then getting ads upon ads pop up randomly. uninstalled the game and no more pop ups.
