Root Possibly unrooted, with network unlocking issues

I've had so many problems with this site today with this nginx error running rampant; yesterday this site seemed fine. I'm just hoping I can post this, and not accidentally post several times. I'm posting in the root section in case my talk of rooting my phone requires it to be here.

If it isn't showing up yet, my phone is the LG L40G, twin to the LG Optimus L5.

Anyway, here's my issue. I've spent hours online trying to figure out what my problem is, and I feel like I'm back to square one. Initially I had rooted my phone. Just recently, I decided to switch prepaid providers, so I tried using the code to get to the network unlock menu. However, it tells me my phone isn't personalized. After some digging, I decided to unroot. After rebooting my phone and getting to the network unlock screen, it's the same problem. It claims my phone isn't personalized. As far as I know, it's back to stock like it should be. I used the Universal Unroot app, then used the rootchecker app to double check it.

I've done other measures to go around this issue. I've used the new sim of the service I want to use next. I've used my old sim. On the new sim it tells me I don't have network. On the old sim I run into the personalized problem. How in the world to I get around this? Other sites have said that means it's already unlocked. It can't be when the untouched sim shows that my phone is network locked.

So, my problem is that I feel like I'm going in circles. I'd sooner unlock this phone than try buying the Tmobile version to unlock. So far a lot of the positive results do come from the Tmobile version, or at least a Tmobile sim in the phone. If I have to, I'll go that route, but I want to work with that I have. I feel like I'm missing the obvious. I'm only a dabbler, but I can follow directions pretty well.
 
Okay, I now realize what my problem is. My menu simply doesn't show the Service Provider Unlock. I'm guessing the prepaid service I have has it hard locked? I haven't read about a way around this, so I'm thinking I'll have to purchase the L5 version that isn't dead-bolted to a provider.
