It there a setting on the phone or app that will turn on the Bionic with the home button instead of the power button all the time.

No. Since it is a screen icon the screen is not active. That is one of the things that people love about the Droid X with its mechenical keys.

Sometiems the volume keys will restore the screen (but not always). My assumption is that it depends on how long the screen has been off.
