Help Power Saver Notification

So I've noticed this ever since the 2.3 update, and was just wondering about it; I have my power saver set to 15%, and when my battery drops to 15%, I get a notification, that I don't remember getting before 2.3, saying "My battery is less than 16%, the following things are disabled." And then about 30 seconds later, I get another notification, that I had always been getting for power saver saying "Battery is at 15%, power saver is turned on."

Does anyone have any idea why I'm getting two notifications? It's kind of redundant..

Do you have an external battery app installed? I use Battery Minder Pro and I get the phone notification at 15%, and battery minders at 10%.

The only other battery app I have is the HTC Battery Widget, so I have no idea. Unless an update on it may be the cause??

I'm still confused by this, granted, I rarely let my battery get to 15% anyway; charging from 30-40% is better for it.
