Help Preblem with notification pulldown since installing 4.2

Since updating to 4.2 I only got the full pulldown menu once, then everytime since it only shows the notifications and the "Clear" button. I thought it may be due to an issue with Widgetdroid, so I uninstalled it. Upon rebooting the full pulldown menu appeared again. But now the same thing is happening, it only shows the Clear button, no other buttons or widgets. It doesn't even show the settings button! Is anybody else experiencing the same thing? Is there a fix? Is there another way to get to the settings???

The UI designers have entered their "hide everything" phase. There are different pulldowns now depending on where you start pulling. Try over towards the right side of the screen when you pull.

I like the idea of having a separate quick settings pull down, but I'm not so sure about their choice of ui. The boxes are a little clunky looking and don't jib with the notification pull down ui at all.
