Prevent GPS from turning off?

I have a young son that my wife and I plan on getting a phone for him, this will be his first phone and we came to the agreement that he can have it if we leave Google Latitude on to see that he's where he's supposed to be.

Is there a way to lock an app so that he simply can't close it? Also is there a way to lock the GPS so that it can't be turned off?

Running GPS constantly will kill the battery pretty quickly. And since it relies on a satellite connection it's not reliable indoors, so would probably give you false alarms anyway.

That said, try checking into Where's My Droid or similar apps.

You can get an app like Android Lost and you can remotely see GPS on map, turn GPS on or off, send him a message...

You can also install hidden gps tracker https://play.google.com/store/apps/details?id=org.batterysaver.client , it will act as battery saver and he will never know about being tracked. You will not only see his current location, but all history where he was, etc. Very useful app in this situation.

Thing is, if the person knows anything about Android they'll know that most "Battery Saver" apps are something you don't want on your phone! So maybe not the best disguise

Does anybody have a suggestion for the exact opposite - how to PREVENT GPS from being turned ON? My grandfather (either accidentally or whatever) keeps turning on his GPS on his Galaxy S4, and then wonders why the battery only lasts him half the day. I've told him repeatedly that it should just be set to power saving mode, and somehow a few days later it's back to high precision GPS.
