It's the proximity sensor doing its job.
How solve this problem
Please elaborate.
Is the screen off, then if you move your hand over the screen it turns on for a second, then turns off?

What are you actually doing when the screen turns on then off?
You state you " keep my mobile away from my hand" ...what do you mean? --- the screen was originally off when you move your hand away, then the screen turns on briefly, then turns back off?

Hmm, not sure but is there a setting called, "smart stay" that is enabled?
I'm a little rusty on the Samsung side of things but that setting comes to mind.

When you're on a call, the proximity sensor will turn the screen off when you hold the phone up to your ear, then turn it on again when you move it away. When you're not on a call it shouldn't do anything unless it's being used by an app or setting.
The S5 has a built-in app called "Air Wake-Up" which lets you use your hand over the proximity sensor to turn the screen on instead of pressing the power or home buttons. I'm not sure if the S4 has this as well, but if it does you'll find in under Settings/Accessibility/Dexterity and Interaction. If it's there and turned on, turn it off.

Well, if you have checked all your settings, and everything looks good, my guess would be to either boot into safe mode to see if the problem persists or factory reset it.
If it still happens in safe mode, then save what you need to save and factory reset it.

Oh, you had a new screen and then you had this issue?
I cleaned my screen with perfume .it is burned
Then your proximity sensor can't "see" clearly. Therein lies your issue.
What should I do ?
Probably replace the screen again if it's "burned" or cloudy due to your cleaning method
Not another one? Someone done this last week. Why did you clean it with perfume? There's probably something in the manual about not cleaning the phone with solvents, etc.
