I have a Galaxy S3 with T-Mobile that was purchased in Sept. 2012 running Android 4.3 with Hangouts 2.3 and a Google+ account and can't get the video chat to work at all. Doesn't matter if the other person has a Google+ account or not. When I open the a message thread, all I get in the top right corner is a phone symbol with the option to make a phone call. Is there anything I can do to get this to work or do I need a new phone running at least Android 4.3?
