Help Problem with notification bar i cant use it

Hi if someone can help me, I'm having problems with the notification bar, when u try to swipe it down nothings happen so I'm not available to see messages or any notification, or if u try to open things you downloaded , the bar is there but useless :/ I tried doing the reset factory deleting everything except music and photos but was the same thing.
I will appreciate if someone can help me

Welcome to AF. What was the last function you've executed when notification last worked ok?

Think the last one was the battery saver to change the mode or ebuddy

I was thinking do another factory reset. Then do not add any apps including not adding a launcher. How does it function with no apps reinstalled after the second reset try?

ok i did the reset and nothing happened and i didnt download any appa but after i checkd and all the apps came back, wtf..

To stop the apps from reloading, Go to your account settimgs in "The Market" or Google Play and uncheck "auto update" and any auto sync settings. It should stop apps from auto installing. If it doesnt help afteward. You might need to reinstall your O/S but thats drastic measures.

Are you able to talk your carrier into swapping out your device especially if you had it for a very short period?
I cant think of anything that affects the navigation bar but some apps that push ads to your navigation.
