Are you sure you are pointing cmd to the right folder? Where the fastboot/adb files are located?

Do this take the folder you have fastboot, adb etc in and drag it to the desktop. Then hover the mouse pointer over it and then hold shift and right click and choose open command window here. Then it will open cmd and be pointed at the correct folder. Then run the bootloader unlock command and all should be well.

Your missing the adb/fastboot files.... That's most of the issue. One moment and i'll link you to the ones i use.

It might be possible to do it without a computer, if you decided to do S off using Jcases Sunshine S off app then using his SUinstaller. I cannot speak for the SUinstaller as i have never used it... I have used the Sunshine S off app alot though.

Here's a link.

If the SUinstaller worked you could use Flashify to flash a custom recovery. I have used Flashify before once or twice. I prefer to do things manually so i'm not sure about the SUInstaller.
Maybe somebody can chime in if they have used the SUinstaller.

Or possibly use a friends or family members PC.
