Before you remove the Touchpal keyboard app, you will want to select a different keyboard app or there will be no way for you to enter any data. I highly suggest SwiftKey, which is one of the most popular keyboards for Android. Swype is another option, as is the more simple Google keyboard.
Once you have installed the new keyboard, go to Settings --> Language & Input and select your preferred keyboard. De-select Touchpal. Reboot the phone, making sure that when you open a text entry field that the new keyboard starts up.
When that happens, you can safely remove Touchpal in Play or Settings --> Applications. If Touchpal is a pre-installed "bloatware" app, you may not be able to uninstall it... but if you're using another keyboard app, it should be fine just sitting there. Good luck and I hope this helps.
