Help Problems downloading from Google

I started having problems about 2 weeks ago. Apps from certain programmers won't download. Two different things happen;
1. I get the bar streaming across my screen, but the size of the download never appears on the left and the line just keeps streaming.
2. The app almost completely downloads, then I get a pop-up message saying "Error 963" app cannot download. I've called Google Store help and searched the net and nobody knows what error 963 is. I think it has to do with the Google Store updates. When I uninstall the updates, I can download the apps. When it updates itself again, the downloads stop. Any knowledge would be appreciated. Mine *may* have been related to updates.

Go to my apps in the Play Store, installed, and see if you have a list of updates with the same infinite loop progress line.

Mine did, so I guess everything was clogged. I stopped the update, then my apps would install. I went back and tried updating apps one at a time and found that one or more of the Play apps were the holdup. I recall one was Play Books (so I disabled it, I didn't care about it) ... That's the best I have from memory atm.

So far, I haven't had a problem with updates. They have downloaded and installed without a problem. It's only the new apps and not all of them either. It seems to be certain companies; ie: Mobigrow & Mobest Media which are actually the same people. Since I wrote the first post, an app that gave me the error 963 just downloaded fine. So now I'm really confused. Since nobody writes back, including Google, I never know what happened.
